Course: Budget impact analysis (BIA)
The scope of this course includes theoretical basis for analysis of the impact on the payer's budget, including the analysis of effects on organisation of health care services and the analysis of ethical and social aspects. Issues discussed during the course include the key elements of a budget impact analysis, possible data sources, interpretation of data and methods of prediction; special attention is paid to limitations of the obtained results. The objective of the course is to answer the question, why financial analyses are so important for the decision makers, and to present foundations of a "good" BIA.
The participants get acquainted with two main types of analyses (simple and complete) and the scope of data that should be taken into account in each type. They also learn practical interpretation of variables having the highest effect on the results of a BIA.
Intended participants
Persons involved in the process of development and/or evaluation of HTA analyses ? employees of the AHTAPol, NHF, MH, and employees of private institutions involved in the process of application for financing of health care services from public means.

After completing this course, the participant will be able to:
- define the key elements that should be taken into account in budget impact analysis,
- individually prepare a basic BIA,
- discuss the importance of financial analyses for the decision makers,
- assess the applied methods and their limitations,
- competently collect and interpret data,
- determine the variables affecting the results,
- present in detail methods of prediction and estimation of budget impact.
